 | 医療観察法病棟 2/2 孤立感と社会復帰のハードル 医療観察法は2001年の大阪池田小学校事件を契機に、小泉内閣の下2003年、野党と多くの市民の反対の中強行採決で成立しました。政府は、当初の法案では「再犯のおそれ」を要件としましたが、国会審議で、再犯予測は不可能と厳しく批判されたため、法の文言を変え法を通しました。しかし根底には「再犯の予測」が残ったままです。 法の趣旨は「重大な犯罪を起こした精神障害者の社会復帰の促進」のですが、平均入院期間は１年半のメドを越えています。また、対象者の１８人が自殺で亡くなり、監視・管理で追いつめていると問題になっています。肯定的なこの映像でも、退院-社会復帰のハードルの高さや、一般精神医療の貧困な状況が問題となっています。 医療観察法の施行５年めの2010年は、国会で実態を報告し、見直しを行うはずでした。しかし、ごく簡単な数字と法制度関連の条文などを紹介した文書を、国会議員に配付したのみで、実質的な報告も審議もされませんでした。 医療観察法は、問題と矛盾が大きくなるばかりです。 ① 医療観察法は、精神障害者への偏見や差別に基づいて制定されたものであり、その存続は偏見や差別をさらに助長しています② 医療観察法は、医療と社会復帰の名の下で、実際には、誰にも予測できない「再犯のおそれ」を理由に対象者を収容し、管理し続けています③ 法制定時には対象者に対して手厚い医療を提供するとされていましたが、実際には貧しい水準の既存の精神科病院に対象者が収容される事態となっています。ここに至って医療観察法は実質的に破綻していると言わざるを得ません④ 保健医療福祉サービスを「鑑定入院」「入院処遇」「通院処遇」と時間的、空間的にぶつ切りにしても対象者を保安的管理の下に留め置こうとする医療観察法は、医療の継続性を破壊し、患者と医療 ... 2012年01月04日再生回数 2257 |

Biberman, and produced by Paul Jarrico. All had been blacklisted by the Hollywood establishment due to their alleged involvement in communist politics. The film is one of the first pictures to advance the feminist social and political point of view. Its plot centers on a long and difficult strike, based on the 1951 strike against the Empire Zinc Company in Grant County, New Mexico. In the film, the company is identified as "Delaware Zinc", and the setting is "Zinctown, New Mexico". The film shows how the miners, the company, and the police react during the strike. In neorealist style, the producers and director used actual miners and their families as actors in the film. The film opens with a narration from Esperanza Quintero (Rosaura Revueltas). She begins: "How shall I begin my story that has no beginning? My name is Esperanza, Esperanza Quintero. I am a miner's wife. This is our home. The house is not ours.
