医療観察法2001年大阪池田小学校事件契機に、小泉内閣の下2003年野党多く市民反対の中強行採決成立しました。政府は、当初法案では「再犯のおそれ」を要件としましたが、国会審議で、再犯予測不可能と厳し批判されたため、法の文言を変え法を通しました。しかし根底には「再犯予測」が残ったままです。 法の趣旨は「重大な犯罪起こし精神障害者社会復帰促進」のですが、平均入院期間は1年半のメド越えています。また、対象者18人が自殺で亡くなり、監視管理追いつめていると問題になっています。肯定的なこの映像でも、退院-社会復帰ハードルの高さや、一般精神医療貧困状況問題となっています。 医療観察法施行5年めの2010年は、国会実態報告し、見直しを行うはずでした。しかし、ごく簡単な数字法制度関連条文などを紹介した文書を、国会議員配付したのみで、実質的報告審議もされませんでした医療観察法は、問題矛盾大きくなるばかりです。 ① 医療観察法は、精神障害者への偏見差別基づいて制定されたものであり、その存続偏見差別をさらに助長しています② 医療観察法は、医療社会復帰の名の下で、実際には、誰にも予測できない再犯のおそれ」を理由対象者収容し、管理続けています③ 法制定時には対象者に対して手厚い医療提供するとされていましたが、実際に貧し水準既存精神科病院対象者収容される事態となっています。ここに至って医療観察法実質的破綻していると言わざるを得ません④ 保健医療福祉サービスを「鑑定入院」「入院処遇」「通院処遇」と時間的空間的にぶつ切りにしても対象者保安管理の下に留め置こうとする医療観察法は、医療継続性破壊し、患者医療 ...

All had been blacklisted by the Hollywood establishment due to their alleged involvement in communist politics. The film is one of the first pictures to advance the feminist social and political point of view. Its plot centers on a long and difficult strike, based on the 1951 strike against the Empire Zinc Company in Grant County, New Mexico. In the film, the company is identified as "Delaware Zinc", and the setting is "Zinctown, New Mexico". The film shows how the miners, the company, and the police react during the strike. In neorealist style, the producers and director used actual miners and their families as actors in the film. The film opens with a narration from Esperanza Quintero (Rosaura Revueltas). She begins: "How shall I begin my story that has no beginning? My name is Esperanza, Esperanza Quintero. I am a miner's wife. This is our home. The house is not ours. But the flowers... the flowers are ours. This is my village. When I was a child, it was called San Marcos. The Anglos changed the name to Zinc Town.
