Meir was elected Prime Minister of Israel on March 17, 1969, after serving as Minister of Labour and Foreign Minister. Israel's first and the world's third woman to hold such an office, she was described as the "Iron Lady" of Israeli politics years before the epithet became associated with British prime minister Margaret Thatcher. Former prime minister David Ben-Gurion used to call Meir "the best man in the government"; she was often portrayed as the "strong-willed, straight-talking, grey-bunned grandmother of the Jewish people." In 1974, after the conclusion of the Yom Kippur War, Meir resigned as prime minister. She died in 1978. After Levi Eshkol's sudden death on February 26, 1969, the party elected Meir as his successor. The Corona satellites were used for photographic surveillance of the Soviet Union (USSR), the People's Republic of China, and other areas beginning in June 1959 and ending in May 1972. The name of this program is sometimes seen as "CORONA", but its actual name "Corona" was a codeword, not an acronym for anything. The Corona project was pushed forward especially following the shooting down of a U-2 spy plane over the Soviet Union in May 1960. The Corona satellites were designated KH-1, KH-2, KH-3, KH-4, KH-4A and KH-4B. KH stood for "Key Hole" or "Keyhole" (Code number 1010), and the incrementing number indicated changes in the surveillance instrumentation, such as the change from single-panoramic to double-panoramic cameras. The "KH" naming system was first used in 1962 with KH-4 and the earlier numbers were retroactively applied. There were 144 Corona satellites launched, of which 102 returned usable photographs. The Soviet Union had wanted these trials to take place in Berlin. However, Nuremberg was chosen as the site for the trials for specific reasons: The city had been the location of the Nazi Party's Nuremberg rallies and the laws stripping Jews of their citizenship were passed there. There was symbolic value in making it the place of Nazi demise. The Palace of Justice was spacious and largely undamaged (one of the few that had remained largely intact despite extensive Allied bombing of Germany). The already large courtroom was reasonably easily expanded by the removal of the wall at the end opposite the bench, thereby incorporating the adjoining room. A large prison was also part of the complex. As a compromise, it was agreed that Berlin would become the permanent seat of the International Military Tribunal and that the first trial (several were planned) would take place in Nuremberg. During the Cold War, US conscientious objectors were used as consenting test subjects for biological agents in a program known as Operation Whitecoat. There were also many unpublicized tests carried out on the public during the Cold War.
