British Captain Terence Stevenson (Robert Donat) accepts an assignment even more dangerous than his everyday job of defusing unexploded bombs. Fluent in Romanian and German and having studied chemical engineering, he is parachuted into Romania to assume the identity of Captain Jan Tartu, a member of the fascist Iron Guard. He makes his way to Czechoslovakia to steal the formula of a new Nazi poison gas and sabotage the factory where it is being manufactured. However, his contact is arrested before he can arrange for a job in the factory. Tartu is assigned work as a foreman at a munitions plant instead. Among the other occupants of the house in which he resides are his landlady Anna Palacek (Phyllis Morris), her daughter Paula (Glynis Johns), who works in the plant, German Inspector Otto Vogel (Walter Rilla), and lovely Maruschka Lanova (Valerie Hobson), who makes herself popular with the German occupiers, especially Vogel and the local commandant. Tartu gains Paula's confidence by providing her with an alibi after she shoots a German officer. He asks her for help contacting the Czech underground and is surprised to learn that Maruschka is one of them. Egyptian troops later claimed to have captured disguised Haganah soldiers near wells in Gaza, whom they executed for allegedly attempting another attack. Israel denies these allegations. During the Cold War, US conscientious objectors were used as consenting test subjects for biological agents in a program known as Operation Whitecoat. There were also many unpublicized tests carried out on the public during the Cold War. Considerable research on the topic was performed by the United States (see US Biological Weapon Testing), the Soviet Union, and probably other major nations throughout the Cold War era, though it is generally believed that biological weapons were never used after World War II. This view was challenged by China and North Korea, who accused the United States of germ warfare in the Korean War (1950--1953). The speech was Clinton's first official State of the Union address, although he had similarly addressed a joint session of Congress a year prior shortly after taking office. The president discussed the federal budget deficit, taxes, defense spending, crime, foreign affairs, education, the economy, free trade, the role of government, campaign finance reform, welfare reform, and promoting the Clinton health care plan. President Clinton threatened to veto any legislation that did not guarantee every American private health insurance. He proposed for policies to fight crime: a three strikes law for repeat violent offenders; 100000 more police officers on the streets; expand gun control to further prevent criminals from being armed and ban assault weapons; additional support for drug treatment and education. The president began the speech with an acknowledgment of former Speaker Tip O'Neill, who died on January 5, 1994. While discussing additional community policing, the president honored Kevin Jett, a New York City cop attending the address who had been featured in a New York Times story in December 1993.
