Established by the US government for teaching law enforcement and military techniques to US allies in the rest of the Americas, it has been criticized for training Latin American dictators and their militaries in various techniques to quell dissidence in their countries. In 1946, in the early days of the Cold War, the Latin American Training Center -- US Ground Forces was established in the Atlantic sector of the Panama Canal Zone, in the US army base of Fort Amador. During 1949 it was expanded and became the US Army Caribbean Training Center, seated into a former hospital building on the grounds of Fort Gulick (now housing the Melia Hotel). It was once again expanded and renamed the US Army School of the Americas in 1963. It relocated to Fort Benning in 1984, following the signing of the Panama Canal Treaty. More than 61000 military personnel attended these United States Army schools. Meir was elected Prime Minister of Israel on March 17, 1969, after serving as Minister of Labour and Foreign Minister. Israel's first and the world's third woman to hold such an office, she was described as the "Iron Lady" of Israeli politics years before the epithet became associated with British prime minister Margaret Thatcher. Former prime minister David Ben-Gurion used to call Meir "the best man in the government"; she was often portrayed as the "strong-willed, straight-talking, grey-bunned grandmother of the Jewish people." In 1974, after the conclusion of the Yom Kippur War, Meir resigned as prime minister. She died in 1978. After Levi Eshkol's sudden death on February 26, 1969, the party elected Meir as his successor. Meir came out of retirement to take office on March 17, 1969, serving as prime minister until 1974. Meir maintained the coalition government formed in 1967, after the Six-Day War, in which Mapai merged with two other parties (Rafi and Ahdut HaAvoda) to form the Israel Labour party. The Soviet Union had wanted these trials to take place in Berlin. However, Nuremberg was chosen as the site for the trials for specific reasons: The city had been the location of the Nazi Party's Nuremberg rallies and the laws stripping Jews of their citizenship were passed there. There was symbolic value in making it the place of Nazi demise. The Palace of Justice was spacious and largely undamaged (one of the few that had remained largely intact despite extensive Allied bombing of Germany). The already large courtroom was reasonably easily expanded by the removal of the wall at the end opposite the bench, thereby incorporating the adjoining room. A large prison was also part of the complex. As a compromise, it was agreed that Berlin would become the permanent seat of the International Military Tribunal and that the first trial (several were planned) would take place in Nuremberg. Due to the Cold War, subsequent trials never took place. The same courtroom in Nuremberg was the venue of the Nuremberg Military Tribunals, organised by the United States as occupying power in the area.
