 | CIA Covert Action in Iran, Vietnam, Laos, the Congo, Cuba, and Guatemala: Documentary Film (1965) thefilmarchive.org DVD: www.amazon.com A covert operation (also as CoveOps or covert ops) is a military, intelligence or law enforcement operation that is carried clandestinely and, often, outside of official channels. Covert operations aim to fulfill their mission objectives without any parties knowing who sponsored or carried out the operation. It is normally sponsored by taxes from the government. Under United States law, the Central Intelligence Agency (CIA) is the sole US Government agency legally allowed to carry out Covert Action. The CIA's authority to conduct Covert Action comes from the National Security Act of 1947. President Ronald Reagan issued Executive Order 12333 titled in 1984. This order defined covert action as "special activities", both political and military, that the US Government could legally deny. The CIA was also designated as the sole authority under the 1991 Intelligence Authorization Act and in Title 50 of the United States Code Section 413(e). The CIA must have a "Presidential Finding" issued by the President of the United States in order to conduct these activities under the Hughes-Ryan amendment to the 1991 Intelligence Authorization Act. These findings are then monitored by the oversight committees in both the US Senate and the House of Representatives. As a result of this framework, the CIA "receives more oversight from the Congress than any other agency in the federal government." It was shot by famed cinematographer Vilmos Zsigmond over a period of 2 weeks for $33000 with a cast of five, one of which doubled as the production's production manager. Three high school teachers, Ed, Doris, and Carl, are driving through rural Southern California on their way to a Dodgers game in Los Angeles. The group's Chevrolet Belair has some trouble and they are forced to pull off to a gas station/junkyard on the side of the road. After examining the vehicle Ed concludes that the fuel pump will need to be replaced. Doris and Carl search the junkyard looking for the owner, but they cannot find him. In the residence Carl finds a warm meal with a table set for four, but oddly enough nobody is in the house. The three realize this is very peculiar and start to seriously worry about their situation. At this point Charlie Tibbs, a rather large man wielding a Colt .45, and his girlfriend Judy show up. Charlie and Judy have spent the past several days heading west from Arizona, leaving a trail of corpses behind them. The first report, "The Roswell Report: Fact versus Fiction in the New Mexico Desert," identified a secret military research program called Project Mogul as the source of the debris reported in 1947. The second report, "The Roswell Report: Case Closed" concluded that reports of alien recoveries were likely misidentified military programs or accidents. By the mid-1990s, the Roswell UFO incident, the alleged crash and recovery of aliens and their spacecraft near Roswell, New Mexico, USA in 1947 had generated a mini-industry, with numerous books suggesting an alien cover-up and Roswell itself transformed into a popular tourist destination centered on UFO-related attractions.
